WoW Forever keeps the familiar three talent trees for each class, but adds a new milestone along the way. During the Deep Dive panel, principal game designer Kris Zierhut said every tree gains a fourth one-point “gold medal” talent at 16 points, alongside the existing milestones at 11, 21, and 31.

A design goal for all 27 trees
With three trees for each of nine classes, that makes 27 trees in total. Blizzard’s stated goal is for every tree to be a viable choice for dungeon or raid groups, while avoiding a situation where one class or specialization becomes so strong that groups feel pressured to stack it. The design aims to preserve distinct strengths and weaknesses rather than make all specs identical.

Some group buffs move out of the trees
The panel said buff-only talents such as Improved Battle Shout, Divine Spirit, Blessing of Kings, and Improved Mark of the Wild are being removed from talent trees, with their bonuses made baseline for their classes. That frees space for other choices while keeping familiar class utility available.
The panel did not identify the new 16-point talents for every class, nor explain the locked Secondary tab shown in its talent interface.
